The Patrolman Francis J. Phelan, Shield #12177 Scholarship Fund

This fund was established at the bequest of Francis J. Phelan ’60L to provide at the commencement of each fall semester, a grant equivalent to senior tuition to the member of the incoming senior class of The Peter J. Tobin College of Business who: a) has the highest scholastic average of the class, and b) currently a member of either the New York City Police Department having the rank of police officer or New York State Police having the rank of trooper, c) the son or daughter of an active, retired or deceased NYPD officer or NYS trooper in the event there is no officer or trooper in the incoming senior class.
